xinetd does not seem to recognize the line to start a program

Hi,
I have this line at the bottom of /etc/xinetd.conf:
Quote:

7777 stream tcp nowait root /usr/sbin/tcpd /usr/local/sbin/in.mooix
It does not seem to run the program when someone connects to that port.
It does not even seem to open that port.
Any help is appreciated.
-Michael.
