Code:
Disk quotas for group quotagrp (gid 619):
Filesystem blocks soft hard inodes soft hard
     /dev/loop0 6 0 0 4 0 0

Knowing what blocks or inodes are have nothing to do in particular to disk quotas, but to how disks work and how filesystems work:

The Archlinux Wiki tends to have good articles, including the disk quota one.

Block quotas limit the amount of storage a user or group can obtain in the filesystem. Inode quotas limit the number of inodes, i.e. the number of files, directories, symbolic links etc.

Hard limits are exactly that - hard limits. It's possible to go over soft limits during the grace period.
