Webmin/Usermin editor not UTF-8, options?

hey ppls,

I have webmin/usermin setup for use for a user to edit their html website files. The files are mixed English and Japanese text. User clicks on Edit in the File Manager, makes changes. But when the files are saved the Japanese text gets all garbled.

Therefore, is there a way to tell the editor (or Webmin or Usermin) to use UTF-8 format and not Latin-1 (or whatever)? Thus keeping the format double byte for the Japanese text.

Also any help (or your experience) on using Japanese text in console would help a lot. This is from a server environment and not a GUI desktop.

cheers
