webdav+charset, "File does not exist:"

I seem to have some kind problem with my apache/webdav installation, every file that is named in some non-english character (swedish in my case) gives me some error in the log file, in the error log i see this all the time:

[192.168.1.1] File does not exist: /var/www/x85r.doc
the filename is really /var/www/ör.doc, so i guess there is some problem in the charset settings.
