VSFTPD > Permissions Denied for Users


Hello,

Right now i have my server setup with vsftpd using the users / passwords for users on my centos machine. When that user logins it goes to his home directory, and i have secure him to only that directory. Everything works fine.. write / delete / download, but my problem is permissions. When that user tried to change the CHMOD of a file in his directory to a different permission, says not allowed. I have been looking all over for a solution, but no luck, so i have come to this site. Any help with this issue would be appreciated. Thanks ahead of time!

What CentOS version and kernel, what do the server-side FTP logs say, what's the exact error the user gets, what owner does the FTP daemon run as and which uid:gid owns the to be chmodded file?
