Trouble with Samba and LDAP on a public ftp


I have been tasked with setting up a public ftp and sharing data via samba to all users in ou=examplegroup using LDAP but users must not be able to log in via ssh or TTY. I have set up the ftp using default vsftpd but do not know how to continue from this point forward. Any and all pointers would be gladly appreciated. Currently working on Debian Wheezy if you want to provide distro specific instructions.

Update: Got LDAP sorted and Samba installed but now when I try adding a user to Samba using "smbpasswd -a user" it gives me the following error: "Failed to issue the StartTLS instruction: Can't contact LDAP server"
