Traffic Shaping Server Recommendation

Hi,

I'm looking for a recommendation for a freeware traffic shaping software. I basically want to setup a gateway box that will shape bandwidth on a per ip address basis for users behind the box connecting to the internet.

I'm familiar with the commercial ETR product (http://www.etinc.com) and am looking for something similar.
