90% sure that it was
off on my Slackware server after install (100% sure that it's off now).
And my Ubuntu 6.06 does not have a telnet server installed by default, so that's off as well.
But it might depend on your distro and I suggest that you check using
netstat -a

If you don't see the highlighted line, the telnet server is not running.
