stop webmins "usermin" users from making new custom commands
 

hey all i have a few admin on my forum that i want to be able to start and stop services on my server (shoutcast etc) so i thought i'd install usermin for webmin and deselect everything they can do other then the "custom commands" and then i just made a few commands BUT when that new user logs in not only can they edit that command they can also make new ones how can i stop this so they can only run commands?
