ssh error and keep restart every 5 min

for some reason ssh keep restarting after every 5 mins, i check the log and found this error

Receiving signal 15; terminating.
Server listening on :: port 1234.
error: Bind to port 1234 on 0.0.0.0 failed: Address already in use.

how can i fixed it ?

The error message tells you the port is in use. Why not try using another port?

You also may want to check what is listening on tcp 1234:

# netstat -ltnp

i did netstat -ltnp and sshd is listen on port 1234 and no other application is listen on that port, so why did i get that error

What distro / what version? And are there other clues in /var/log/messages?

Some other process is misbehaving and causing sshd to restart. (Are you doing anything in cron every 5 minutes?)
