Also, afaik delay pools wont affect UPLOAD speeds.

Thanks for your support, i get output of sppedtest, here shared.in peak hours its also giving slow speed.

I tested on second server which have no load i am getting below output .

and same time i used the second server 's proxy setting at my client PC, i am able to get download speed upto 10 MB but upload speed is not going above to 2 MB.

The server load has absolutely NOTHING to do with your network speed. Network speed is dependent on how much traffic is flowing across the network, and how it's configured. Which you STILL have told us nothing about. And it also depends on the traffic on the Internet too...EVERYONE gets varying speeds at different times, sometimes minutes apart.

Unless you can totally bypass squid (and that means you take a PC and plug it DIRECTLY to the router where your Internet connection is coming in to), and get much different speeds, then nothing you're saying here is surprising.
