slow download in apache

i have set up a web server running on debian. Browsing the webpage is ok. I just noticed that when i download a file it will just give me 3Kbps download rate which is unusual. The server has 5Mb downstream and 1Mb upstream. My normal download rate for a 384Kbps is around 40kbps. I did let my friend download a file and still the same rate at 3kbps. any about this issue? thanks.

Use or test a different protocol. HTTP to me was not designed for file transfers, especially large files. Test FTP or rsync/scp and see if it's the same speed or better.

tested FTP and it's fine. tried my other debian box with the same file to download it works fine.
