Silverlight MF1 error through proxy

Some users experience an error when playing streaming content through a silverlight player through the proxy server.
COuld this be caused bu the following in the config?
header_access From deny all
header_access Referer deny all
header_access Server deny all
header_access User-Agent deny all
header_access WWW-Authenticate deny all
header_access Link deny all

Silverlight uses HTTP doesn't it and therefore should work through the proxy server.
