I have 2 servers and I want to copy all the config files from server 1 to server 2.
Is this possible?
I thought that this might mess up the certificates encryption process on the new server with openssl as it might be different?
As long as your copy the certificates and the key files, I believe you should be fine, since OpenVPN uses already created certificates from your old installation in this case.

Also, doesn't the server certificate have to be created each time?
Well, I use a CA (still OpenSSL) which is installed and configured seperately from OpenVPN. But if you export the key CA key file, you should be able to create new certificates with this key file. For the server certificate itself, you can copy this to the new server as well. Doing so, will make the new certificate to come from the same CA as the old server.
I am not sure how you have configured and intalled the certificate function in OpenVPN, but sometimes it have some build-in scripts which is uses, then you have to make a backup of this (most likely the key file is here).
