server unexpectedly port blocked

Hello All
So i have Dedidicate server from ovh and i cant login to putty and WinSCP to login mine Debain 5.0 server , tommorow i make command chmod -R 711 /bin , and mayby 3 folder too i make and today i cant login to my server , i have blocked telnet , make rebot and nothing... i dont have access to mine file i mus first login to root , where i unblock mine access to login in server ?
here ist screen ....

/bin should be 755. I think you need to ask someone to locally access the server and reboot in rescue mode to correct the permission of the directories that you have changed.
