senmail services can't accept those spoofing mails sent to user itself

hey everyone

i have three VPS machines , one is running sendmail service ,

i issued these command line on the second machine
Code:
echo "this is a test mail 1 " | mail -s 'test mail 1' -r user1@xxxx.com user1@xxxx.com
echo "this is a test mail 2 " | mail -s 'test mail 2' user1@xxxx.com
but mail client can accept test mail 2, and lost the To: and Subject: header of the test mail 1,

as you can see, test mail 1 is a spoofing mail

how can i set sendmail service to accept spoofing mails ?
