To expand on my earlier comment, I might have misunderstood but what the Op proposes doing is something the likes of Apple and Microsoft have wet dreams about having the balls to try. Cutting a client off from their server due to a payment dispute...... In my opinion, not cool at all! Especially with Linux where, to put it simply, the code is not yours to abuse in this way.
As other posters have mentioned, the sort of non payment you're trying to discourage should be dealt with using the proper legal channels. If your business is more or less like any other Linux consultancy, then your clients are paying for your expertise and support which you are quite entitled to withdraw. But as mentioned, denying a client access to their system and data is pretty despicable.
