- cURL was configured to access the wrong host / port / path,
- The local server firewall was reconfigured to drop access,
- The remote server firewall was reconfigured to drop access,
- A networked device on the path decided to drop the request,
- The remote server was otherwise unavailable?..

- Ensure cURL is configured to access the right host / port / path,
- Ensure the local server firewall is configured to grant access,
- Ensure the remote server firewall is configured to grant access,
- Ensure any networked devices on the path do not drop the request,
- Test if the remote server is available first?..
