Hi,

I suggest you to report this issue directly to red hat.
Unless you don't have a support contract, and then some people here will ask for information, like brand/model of the server.
Type of CPU
output from command dmesg when linux doesn't show all CPU/cores, etc.

Good Luck

But if you do not have the required support contract you will be unable to install any software to fix this
without the paid for 1year subscription license and a registered install
you basically do not do anything

Also 5.8 is an old version of the older RHEL5 series
RHEL 5.9 is the current in the older 5 series

this sounds like a hardware issue
contact rhel tech support
they can walk you through the logs to see what the problem is
There should be entries in the log files for the error

If you have lost the half of your cores (virtual ones that are provided by HT), turn on ACPI. Ask google how to do this.
