recreate server on another server, not imaged

I have a server with squid, openvpn and some other services on.
I need to recreate those exactly on the new server but I don't want to image it.
I was going to copy the etc folder and others over and set it up manually.
Is there an easy way to do this? I think one system is CentOS 4 and the other CentOS 5.

Also, I need to create a reiserfs filesystem for squid on the new server.
Current server:
df -h
Filesystem Size Used Avail Use% Mounted on
/dev/sda5 4.8G 2.7G 1.9G 59% /
/dev/sda3 4.8G 1.5G 3.1G 33% /var
/dev/sda1 76M 24M 49M 33% /boot
tmpfs 465M 0 465M 0% /dev/shm
/dev/sda2 223G 36G 187G 17% /var/spool/squid

New server:
df -h
Filesystem Size Used Avail Use% Mounted on
/dev/simfs 80G 907M 80G 2% /
none 1.5G 4.0K 1.5G 1% /dev

DO I need to install anything for reiserfs or can I just run:
/sbin/mkfs.reiser4 -L myLabel /dev/sda2 on the new server?

I'm afraid it will be as easy as easily you keep in mind all the stuff you want to copy.
Well you can make written notes.
And then yes, you copy the corresponding config files over to the new installation. I've done that between RedHat 7.3 and Fedora 12 installations and all's working fine.

For reiserfs you will need reiser4 supported by your running kernel. But I guess, in order to run mkfs.reiser4 you need kernel support as well? Well I'm sure about the former yet not so sure 'bout the latter.

Thanks
How can I add that kernel support?
I tried installing the utils but they don't seem to be available:
yum install reiserfs-utils
Loaded plugins: fastestmirror
Loading mirror speeds from cached hostfile
* base: ftp.ciril.fr
* epel: mirrors.coreix.net
* extras: ftp.ciril.fr
* updates: ftp.ciril.fr
Setting up Install Process
No package reiserfs-utils available.
Nothing to do
[root@vps8259 ssh]#
