proftpd directory write permissions

I cant seem to get a user I have created to be able to create new directories in their home directory over ftp. My default ubuntu user can, but a secondary account cannot. I've tried umask 000 and nothing. Also putting the second user in the group ubuntu, which has own permissions for the Second users home group (a ntfs drive).
