prob with dovecot.conf


hello !
am trying to configure sendmail , it is ok, but when i try to start or stop dovecot it gives imaps ECHOUE

when i confgure outlook and try to connect to the server it give this message :

Échec de la connexion au serveur. Compte*: '82.151.74.26', Serveur*: '82.151.74.26', Protocole : POP3, Port : 110, Sécurisé (SSL) : Non, Erreur de socket : 10061, Numéro d'erreur : 0x800CCC0E

i think that port 110 is closed !!

when i put this command : netstat -an | grep :110 | grep tcp

it doesnt show me that it listen

how to open it dont use iptable
