Postfix TLS setup


I am running a VPS with Debian on Virtualmin/Webmin but unfortunately haven't been able to get assistance on their message boards and am now looking for help here.
Email works with Postfix and Dovecot but I am unable to enforce TLS. I had set up email without a SSL cert. Then added an ssl cert and did the virtualmin 'copy over to postfix and copy over to dovecot'.
Email still works after doing the copy but they just aren't using TLS.
I updated main.cf to include

to enforce tls, but doesn't do anything that I can tell.
Also tried uncommenting the below code in master.cf per various google help pages, but it causes errors.

My email client is set to send via SSL/TLS on port 465 but the email doesn't get sent using TLS (send to gmail and gmail reads the email source and lets you know if it's encrypted).
Also when using email commands on server with 'tls://my.domain.org:465 I get fsockopen returned Error Number 0 and Error String (through swift mailer).

If anyone is able to help me please do, I really need to get tls working and have spent hours already on solving this problem with no resolution.
