postfix does not check policyd

i have postfix working fine except that it does not check cluebringer policy.
start log of policyd shows that everything fine
and i added in postfix
smtpd_recipient_restrictions = check_policy_service inet:, permit_sasl_authenticated, permit_mynetworks, reject_unauth_destination
smtpd_end_of_data_restrictions = check_policy_service inet:
however if i changed the port 10031 to any other port postfix does not complain and start normally
there are no errors and no policy check in logs.
i'm sure i'm missing something here cuz i could make it work before in another system, any help will be appreciated , thanks

the problem is that postfix does not know about policyd although i made the required configuration in "" anyone have an idea pls !
