Postfix: Do not allow local users to send mail

I would like to set up postfix so that local users cannot send outgoing mail (ie, they need to use my webmail client) and cannot connect remotely with their own mail client.

How can I go about doing this?

You can set up authentication, so only one user (you) can access postfix. I don't know how though
