Have you looked at your named.conf file for errors?

You could use named-checkconf and named.checkzone to check for syntax errors.

Sometimes in your lookup files, you may need to ensure that there is a new line after the last entry.

Connection refused implies that you either tried to run the command as a normal use (you must be root i.e. sudo to run rndc), or that you are already running a DNS server on that port. Some distributions of linux run another DNS by default.
