i have sysstat installed but didn't have it started but it is now plus this isn't a network issue as i have a 100mbits connection

also i host many sites and it's one site that is causing the slow down and if i disable that site the server speeds back up again but i don't think it's anything to do with SQL

Tell them to fix their site then Probably a bad script causing the issue.

It's in the conf you pasted. Use the search function in whatever text editor you prefer. (hint: ctrl-w is search in Nano, / is search in vi, I don't use emacs...)
