MS Publisher created .htm files not displayed properly in Apache

I am migrating users web pages from an Apache 1.3.33 server to Apache 2.2.3 with both running on Linux. (The Apache 2.2.3 is a new machine) My issue is one customer creates their web pages using Microsoft Publisher. It is creating entries that say "<span style='mso-spacerun:yes'> in the html file. Every time one of these entries appears I am getting a square box displayed in the text. (I assume it is a non-printable character) Is there a mime setting or something to take care of this that anyone know about? I am an Apache novice.

Thanks in advance.

It seems to me that it is the job of that end user to ensure that their work is compatible with your server, not the other way around. I'd research that particular declaration or whatever it is on the Microsoft web site only to ensure that it is not planting a virus on visitors' computers. Other than that I'd just ignore it. Let the person causing the problem fix it. IMO it is not your place to be all things to all people. Your job is to provide a particular resource with particular characteristics. If one person is doing things differently than the rest then it is their responsibility to conform or to fix their own problems. Consider this. If what I just said were not true then you could potentially have to spend all of your time contriving unique solutions for each end user. That doesn't make any sense. I'm sure that your manager will agree if you present the situation in that way.

M$ Publisher does not necessarily provide standards compliant webpages. You can charge a lot for making them standards compliant...with automatic tools

Just in case someone else is looking, I found the solution.
in the httpd.conf file I had to add charset windows-1252.
