I guess that mod_proxy_html is not installed by default, as it's a third party module (doesn't belong to apache standard modules)
There are
rpms for fedora that you may try.
Anyway installing a module from sources could be done using apxs. In your case d/l the sources from
here, extract the archive, enter the directory created and run:

apxs -i -a -c mod_proxy_html.c
It should take of the rest. If you have any problems, post them here and we'll try to help you
