To only download i386 and amd64 ,edit the file /etc/apt/mirror.list and use deb-amd64 or deb-i386 in front of all lines of mirror url list.

example:
for amd64
deb-amd64 http://archive.ubuntu.com/ubuntu quantal main restricted universe multiverse

for i386
deb-i386 http://archive.ubuntu.com/ubuntu quantal main restricted universe multiverse
