mail to localhost

it has been awhile since i played with sendmail but i know there was a way to deliver email to your localbox using the mail command on that box without having sendmail actually running. Have they removed that option? or am i just missing something

I tried that but it looks like the new version of sendmail will not deliver mail locally without sendmail running. I get a connection refused by 127.0.0.1 and it sits as a deferred message.
