Question Limiting connections from ip addresses

I have several websites running on a CentOS 5.5 VPS.

There a few web servers that routinely aggregate information from my websites using RSS feeds and it puts some extra load on the server because it happens quite often, I don't want to prevent this but I want to know if there is a way to either give the apache/mysql processes initiated from those web servers a low priority (by their ip addresess) or limit the amount of simultaneous connections allowed from those ip addresses.
