ISCSI Initiator Question

First, here's my setup:

OS: RHEL 7.3

ISCSI Target: Server1

ISCSI Initiator: Server2

I'm having the strangest issue with my ISCSI target/initiator configuration and hoping someone can assist me in figuring this out. My target is setup, I have the LUN, ACL, and portal configured successfully and from my initiator I can discover and login to the portal. I cannot however for the life of me figure out why the ISCSI target is not showing up as attached device:

ISCSI Transport Class version 2.0-870
version 6.2.0.873-35
Target: iqn.2016-12.com.mylabserver:target (non-flash)
Current Portal: 172.31.124.133:3260,1
Persistent Portal: 172.31.124.133:3260,1

It looks like it was a bug. I destroyed the VMs then spun them back up with the exact same configuration and the iscsi target mounted as /dev/sda on the initiator.
