ICMP and UDP Ping

More of a general question.

There's this weird error, I am a Game Server provider so there's some shit that some people get a better ping at ICMP when they ping through Windows and when they join a game, they get a higher ping at the server's UDP port. So inside a game-server, they ping high. I've actually seen only 3 people out of a 50 who had this issue. And one of them is me, myself.

So the type of this stuff is:

1) Once, at a server, I have 2 computers so I started a game, the IP is same, but on 20100 server's port I ping like 150 which is equal to outer ICMP ping but at another port let's say 20200, I have 250 ping.

Through my other PC, it's either good at both, or the opposite ( Low at 20200 and High ping at 20100 )

Ok this is one type of thing that has been only observed by me which may possibly due to my ISP, I can't say anything.

2) Ok now this is something that has been observed by some other players too but very few i.e. ICMP ping low, UDP ping almost double to a game-server. Not sure, why this happens but sometimes its good with me after about 5 times of modem restart.

So those of you who will say it's my ISP, so why does it happen just with me only on one game-server ( owned by me ) out of a 50 game-servers out there and why does it get fixed after some modem restarts ?

Also, its not just 1 person. I see there are some others too with like +20 ping which is not quite catch able but still its high.
