does "/etc/httpd/modules/mod_access.so" exist?
If so what are the permissions on that file?
Is this in fact present in your httpd.conf (line 182?)?
Should it be?

Did you do an upgrade of Apache or are otherwise using a httpd.conf that is from an older version of Apache?

It doesn't exist.("/etc/httpd/modules/mod_access.so").
Yes, it is present on line 182 in "httpd.conf".
I don't know should it be or not!!
I think because I use Red Hat Enterprise Linux V.5 , I have the new version of apache.

In apache 2.2 mod_access has been renamed to mod_authz_host. Read this to find out how to upgrade apache.

I have created this error by moving mod_access.so file. This module is default with apache. So may be someone has created problem with this module or deleted by mistakenly.

Without this apache will not start and you can't comment this modules.

Two solution:

1. Re-Install apache using yum.
2. Find the same OS and install same apache on the same server and copy this modules in your system.
3. system-httpd-config and try to fix the modules.
