.htaccess blocking my crm access

Hello all, I am running slackware 14.1 64, apache 2.4 and sugarcrm 6.5.13. Everything was working well until I restarted apache and I suspect I might have loaded a new config file from a recent slack patch. My sugarcrm is located at /srv/www/htdocs/sugardev. When I point my browser to the directory I get a file listing rather than a login page and an error is logged in httpd log. Below is the httpd error message. There are no sugarcrm errors notes.

[Thu May 01 19:23:30.820404 2014] [authz_core:error] [pid 5104:tid 139919465981696] [client 10.0.1.9:49583] AH01630: client denied by server configuration: /srv/httpd/htdocs/sugardev/.htaccess

I am running httpd 2.4 stock config file with the noted exception of allowing php (Include /etc/httpd/mod_php.conf) and changing AllowingOverride None to All for my document root directory of /srv/httpd/htdocs. I created the simple php test file and located it under htdocs and this servers up properly.

It it obviously a rights issue but I am not sure where. Do I need to add another <Document> section to httpd.conf specific for the /srv/httpd/htdocs/sugardev folder or does the stock one recursively cover sub directories? My sugar .htaccess file is stock from sugarcrm which I could post too if helpful.

In any case I am dead in water - not sure where to look.

Any help/guidance/direction appreciated.

Maybe it helps to set this tag in httpd.conf
DirectoryIndex index.html index.php
(in case there is no index.php)
and restart the server

If you add index.php to your url does it work as expected or not?

[solved]

Thank you J-ray - as it turns out I did have an index.html but no index.php adding the index.php appears to have corrected the issue (sugar is all php). Apparently when I upgraded httpd package the new httpd.conf did not have this as standard - which makes sense because httpd does not by default have php turned on. What was odd though is that I saw inconsistent behavior from machine to machine - due to cached browsers perhaps. In any case - thank you again.

I see you are from Germany - am heading to IFAT show in Munich tomorrow. I had been there two years ago and really enjoy the country.
