That will depend on the hardware you are using. If you are using real server hardware there are generally built in solutions for this (IPMI for generic, iLO for HP, DRAC on Dell, etc.). This will generally be the best solution as they offer true control of the power as if physically pushing the button, as well as a remote KVM.
Wake on LAN (WOL) is a possible solution but has some issues of its own. One issue you might face is that WOL will generally need to have the magic packet sent from a host that is on the same network segment as the computer you want to turn on. This would mean you need another PC at the remote location which is on, and I would venture this might also be an issue if you want to recover after a power outage.
A third solution would be to look in the BIOS and see if there is any setting for what to do when power is restored. This would only help in the event of an unexpected shutdown though.
