To get the graphical interface you will need desktop environment. There are gnome kde etc available. If it is a server you will want it to be light so XFCE is good choice.
Using synaptic package manager search for xfce and install it.
if you run it right now and only get a console / bash you may simply type
startx
you better dont do that as root user. If you are logged in as root switch to another user first
su - someOneElse
(someOneElse should be a registered user on the box)
Support for Ubuntu 7.04 ended in October 2008 and its repositories are closed; that is why you're having trouble installing anything. I recommend upgrading to a more recent version of Ubuntu (8.10 is current) and using the Desktop rather than Server CD, that way you will have a GUI (Gnome desktop) without any extra steps. Then, you can easily install any server applications you wish. Good luck!
