how to fully setup an irc server?

right i wouldn't ask without searching first but i didn't find a full guide on how to setup an irc server including hosting it on a irc.*.com sub-domain and including things like chanserv

well the guides out there just tell you how to install a basic irc install but talk nothing about how to set it up on a specific domain etc

or mention things like chanserv

Your question is too general. Use Google. If you have specific questions, say what you've already done, what's not working, and any error messages you get.
