What do you mean by "ncsa authentication"?? Do you mean for web, Squid proxy, email, user authentication...WHAT?? Google has docs for all of these that you can easily find, and if you're using SuSE Enterprise 10, you can CALL THEM for support.
This server is proxy server, internet proxy is working fine.It is now configured as IP based.Now we want configure on authentication basis. So i am yry to configure NCSA . But i am unable to execute below command.

its giving htpasswd not found.
Ok...then htpasswd isn't in your path. Find the file, and put the whole path in. Use locate or find to find it, but chances are it's in /usr/sbin/ or in /sbin.
I am trying to this apache2-utils-2.2.11-1.2.i586.rpm to load but its giving depencyis error . Then i am tried to insyall --force with --nodeps but it's again giving bad error.

And AGAIN, open a new thread for a new question. And if you'd like help, try posting actual details, like WHAT dependency error(s) you're getting, and what's happening. Saying "it's again giving bad error", tells us nothing.
