for starters, you have a choice which dns server to install, two come to mind:
- dnsmasq (more lightweight)
- dhcp3-server

depending on your distro, you can apt-get install them.

for the config, you best check the man or even better, there are plenty of dns config howto's around.

@lievendp: DNS server has nothing to do with dhcp server, what he needs is BIND and/or PowerDNS, not dhcp-server... thats something totally different.
