How can I restrict nfsv3 from client nfs mount ?

You need to set ACL.
If you are using CentOS or Redhat

You are not providing enough information.
What rules did you write, where did you save it and how your user trying to mount that your rules are not able to restrict it?
What is your distribution? Paste the name with correct version number.
