How can I make a desktop computer turn on after a power failure when power comes back on?
 
This is sort of just hardware related, but I figured server operators must be more familiar with this kind of request.

Perhaps there is a BIOS setting I'm not aware of? Or maybe there is a small device that can do wake-on-lan when power comes back?

The BIOS should have a power management setting for what to do when AC power comes back on. Typical options are
  • "Memory", or "Last state"
  • "Always on"
  • "Always off"
That first choice is usually the one you want, but if there is a UPS involved, that depends on what the UPS software does. The system will return to its last known state.

Excellent. Is there a website that know of that lists what BIOS's support this? I just purchased an FM2+ motherboard and now I'm kicking myself because I won't actually know if it supports this feature until it arrives.

It will almost certainly be there.

Just checked. It appears that the motherboard has some advanced power management stuff but the PDF doesn't actually show you that screen. I guess I'll have to wait and see. I guess my other option is a small UPS that can turn the machine on over USB or something?

What motherboard make and model? The manufacturers' websites typically allow you to download the same manual that comes with the board. Else, just wait till you get the board.

An intelligent UPS typically has similar options to control when AC power to the computer gets turned back on after an outage, often with the additional option of "On after delay" so that you don't have a system rebooting with a nearly discharged UPS.

ASUS A68HM-PLUS (https://www.asus.com/Motherboards/A6...lpDesk_Manual/)

I'll start looking for a cheap UPS that can power the machine just for a few minutes so that it can shut down safely, and then power it back up intelligently.

Yes, there's not much in that manual. The Asus motherboard that I have available here has settings under Power -> APM Configuration:
Restore on AC Power Loss
Power On
Power Off
Last State

The motherboard I chose does indeed have an AC power restore setting.
