SSL - please read the SSL Howto at TLDP.org or OpenSSL documentation, but you're asking the wrong question, or rather, why are you asking at all? Usage of SSL is very contextual and without any backing to this question, it's probable an innappropriate answer will be given.
Windows web hosting? Huh? What does this mean? Go find a windows based web hosting company, sign up.
If you mean you want to BE a hosting company, then I'd say from the questions you're asking, you are not in the slightest bit ready for it.
