You first asked about mail services in April. You don't say what 'mail server' you're using, how many users, what the environment is, or what kind of hardware it's running on, or give any hints about your configurations, so there's not much we can say. As always, provide details and we might be able to help.
Could be that your CPU usage is totally normal...might not be. But we can't tell with the very little you've posted.
