Agree with acid_kewpie, that more information is needed. Is this a new server? New proxy installation? Has this EVER worked???
Also, RHEL4 is a pay-for product...are you paying for it?? And, RHEL4 is a bit old...the latest is 6.x. If so, you can call Red Hat for support. If you're not, chances are you've also not got the patches/updates which may help you solve your problem.
Please tell me what details you want from my said,it is newly configured server installed RHEL4 and we are not paying for that... we use 2NIC card one is for local network IP address and other is broad band IP address..
and i have installed "squid proxy package" on it and provided "allow access to all " but when i enable the proxy in internet explorer i wants to be in same network 180.190.30.0/24 it working, if i have try that in other network 180.190.40.0/24 it is not working...

Ok...again, RHEL4 is a bit old, so if this is a new installation, you really should load RHEL6. But if you're not paying for RHEL, then DON'T USE IT. You will NOT get updates/bugfixes/patches/security updates if you don't pay for it, and will not be able to load new packages via yum using the Red Hat network. If this is a company server, either pay for a subscription, or load CentOS instead.

...which is what we asked initially. So you have Squid loaded, and its working. What you now need to do isn't about Squid, but rather about your network topology. The .40 network needs a route to the .30 network. You can either do this at the router/switch level, via your DHCP server, or you can put static routes on your client boxes. The choice is yours.
I can able ping 180.190.30.0/24 network with 180.190.40.0/24 but when i enable proxy using IP address where squid is configured "180.190.30.1" in 180.190.40.20 system Internet Explorer it is not working and ip of that Linux machine is also not pinging...
One thing i have not mentioned gateway in my Linux server provided ip address and subnetmask of local network and in 2nd nic card provided broadband ipaddress, subnetmaskand gateway and DNS of that public IP...
IS this my configuration is correct in Linux machine....
