to debug a problem set it to " permissive"
then " selinuxtroubleshooter " or the SE logs will inform you of a issue , so you can fix it
with it off there is no log to TELL you of a error
and if you are using a "? Guide ?" that tells you to disable SELinux
DO NOT USE THAT GUIDE!!!!
re go over what ever instructions you are using
it looks like you did not set a administrative account or a user account for the server
and turn back on SE
