It sounds like you want to force proxy all traffic crossing your (WiFi) router.
And you want that proxy to learn new users by forcing them to a "start" page of your choosing, where they must take some action (like: pay/accept disclaimer) to continue on their normal way.

Does that summarize your request?

RudyGomez, Exactly!!!

I want to force them to look at my homepage, Then, after can access any website which want.

And once again, you can use wifidog to do this

You just need to configure it..................................

Honestly, I haven't used it in a while.... You are better off reading up on the documentation for it.

Go to their website, and READ THE DOCUMENTATION. http://dev.wifidog.org/

We can't read it for you. Here's a part of the installation doc, on their site http://dev.wifidog.org/wiki/doc/install/gateway :

    Wifidog, like many open source projects, is distributed with standard autotools utilities to make installation easy. Unpack the tarball (from Sourceforge) or get the lastest source from SVN (see Download menu), then follow the standard:

./autogen.sh
make
make install
