Fetchmail is not made to fetch mail from one mail server to another mail server. IT is made to fetch mail from one or several mail servers to a single account.
You might ADAPT it to your purpose, but I suspect it may not be the optimal tool.
If the number of users are limited or self managing, you might have each users set up their own fetchmail process and configuration to accomplish this. Automating that sounds like an interesting project!
Can anyone suggest a better tool for that the OP wants to do?
