failed Local FTP "ls"

Hey all,
I have 2 Red Hat Enterprise ES4 servers. Both running vsftpd. with the following iptables:

server 1:
ACCEPT     tcp  --  anywhere             anywhere            tcp dpt:ftp-data 
ACCEPT     tcp  --  anywhere             anywhere            state NEW tcp dpt:ftp 

Server 2:
ACCEPT     tcp  --  anywhere             anywhere            state NEW tcp dpt:ftp 
ACCEPT     tcp  --  anywhere             anywhere            state NEW tcp dpt:ftp-data
I can open ftp access to each server, however, I cannot for the life of me, go any further.
I issue "ls" and it just hangs.
I re-login in, and issue "passive" and then "ls" and still hangs.

230 Login successful.
Remote system type is UNIX.
Using binary mode to transfer files.
ftp> passive
Passive mode off.
ftp> dir
200 PORT command successful. Consider using PASV.
150 Here comes the directory listing.
Am I missing something.
I can ftp in, from the outside world, but not locally.
(And sometimes from the outside, it still doesnt work)
